Add Chinese guides and OSS maintenance safeguards

Summary

• add complete Traditional Chinese and Simplified Chinese README editions with a language switcher
• rename the homepage section to System architecture and remove stale pre-public wording
• restore the byte-exact standard Apache-2.0 LICENSE and move attribution to NOTICE
• ignore NumPy/OpenCV semver-major Dependabot updates until dedicated compatibility validation
• update contributor links and changelog for the public maintenance cycle

OpenCV 5 decision

Dependabot PR #3 was closed without merge. The supported bound stays opencv-python-headless>=4.8,<5; issue #8 tracks the explicit OpenCV 5 test-and-benchmark investigation required before widening it.

Validation

• 72 tests passed
• Ruff passed
• Dependabot YAML parsed successfully with both major-version ignore rules
• all local links in the three README editions resolve
• LICENSE matches GitHub's standard Apache-2.0 body after newline normalization
• wheel and sdist built successfully and passed Twine checks
• sdist contains both translations and NOTICE; wheel includes LICENSE and NOTICE
