Pull Request Overview
This PR refines the system prompt by updating how and when the AI uses tools and how it determines the user's language.
- Changed phrasing to make tool usage conditional
- Switched from “detect” to “intuit” for language handling
- Added an explicit rule to use tools only when necessary
