Add Debian 13 (trixie) and Windows Server 2025 support

What it does

• Adds versions/debian_13_trixie.yml and versions/windows-server-2025.yml, following the existing per-OS pattern.

Testing

• Debian 13: real E2E — built, signed, published to staging, tested on live EC2 (both amd64/arm64) — all passing.
• Windows Server 2025: the pipeline normally skips testing Windows here, because the Windows package file is the same one used by all Windows versions, so it never looks "new." We temporarily tricked it into thinking this was new, just to force a real test run, then undid that trick before merging (see commit history — nothing test-related stayed in the final code). The test itself passed on both 32-bit and 64-bit builds.
