What changed
Why
Keep the package and CI toolchains current while preserving compatibility constraints for published consumers.
Impact
This brings faster native TypeScript checks and current CI runtimes without intentionally changing the public API.
Validation
Local checks, tests, builds, package validation, and relevant packed-consumer coverage passed before publication. Workflow files pass actionlint and all diffs pass git diff --check.
