docs: add Astro/Starlight documentation site - #201

Adds a docs site under docs/ using the shared @nebari/starlight theme, mirroring the pattern in provenance-collector-pack: build with Astro, deploy to Cloudflare Pages, and route through packs.nebari.dev. Includes CI (build, vitest, link-check, deploy) and pack-metadata.yaml wiring.
