Release v0.3.0-beta

This is the first Beta release for Fishy!

After significant updates since the first Alpha release, Fishy has reached Beta!

Extensive testing shows it runs stably in most scenarios—I’ve had a Fishy server running for several days without major issues or restarts.

A few minor Actor Packets remain to be implemented, but overall, Fishy is now more robust and reliable.
