Summary

recognize Keycloak group-path endpoint admin/writer/viewer roles in backend authorization
make the UI admin gate prefer effective_role and accept group:...:admin fallback roles
make TEST_TOKEN bypass Keycloak with ndp_admin so local UI/API access works
add Docker build headers needed for psutil in the all-in-one image
add backend and frontend regression tests
