Adds two stable required contexts:
equired-repeater covers native tests plus the observer/repeater build, and
equired-room-server covers static contracts plus the full five-image room-server matrix. It also prevents duplicate push + pull-request room-server runs for codex branches.\n\nNo firmware source, release asset, or device behavior changes.
