Outcome

Prepare the audited stable v0.1.0 release and adopt the project owner's documented
maintainer clean-install acceptance decision.

Changes

• promote package, lock, citation, evidence manifest, model card, and examples to 0.1.0
• add the stable changelog and release metadata
• record maintainer acceptance transparently without claiming independent reproduction
• make third-party reproduction optional rather than a stable-release gate
• align English/Chinese READMEs, roadmap, contribution forms, and reproducibility docs
