We implemented a complete, dynamic "always_on_top" (Поверх всех окон) feature. This feature was partially present in the default config but was hardcoded in the PetWindow initialization and completely absent from any settings dialog or tray menus. Now, users can toggle this option both through the tray context menu and the settings dialog box in real-time, with settings properly synchronized and saved to the config file. Added full unit test coverage to ensure correctness.

- Configured PetWindow to read default setting and added set_always_on_top method.
- Added a QCheckBox in SettingsDialog to modify the option.
- Added a checkable action in TrayMenu to toggle dynamically.
- Covered with a thorough unit test in test_utils.py.
