Add dynamic always-on-top configuration option to PetWindow, TrayMenu, and SettingsDialog.

This change integrates a customizable always-on-top option.
It includes:
- Update PetWindow __init__ and set_always_on_top dynamic toggling method.
- Add "always_on_top" checkable QAction in TrayMenu.
- Add "Поверх всех окон" QCheckBox in SettingsDialog.
- Dynamically synchronize setting changes between TrayMenu, PetWindow, and SettingsDialog.
- Unit testing in test_utils.py.
