feat(gallery): add Ling 3.0 Tiny variants

Description

Add Ling 3.0 Tiny to the model gallery with Q4_K_M and Q8_0 GGUF builds. The default entry links the Q8 build as a variant and uses the model’s embedded Jinja template, 131K context window, and recommended sampling parameters.

Ling 3.0 Tiny is an MIT-licensed hybrid reasoning MoE model with 7.9B total parameters and 1.3B active parameters per token. LocalAI’s pinned llama.cpp revision includes upstream bailingmoe3 support.

• Rechecked both SHA256 values against Hugging Face x-linked-etag headers

Notes for Reviewers

The full go test ./core/gallery run passed 375 specs. Three unrelated GitHub fixture specs failed because this environment blocks their external requests.
