4.2.0: sdist is missing tests

The sdist package at PyPI is missing tests. This is regression from 4.1.0. Please add tests back to sdist.

I just checked the sdist and I see the test code is still all there. Comparing 4.1.0 to 4.2.0 the things that look like they're missing is the non-package files from the repo root like the tox config and the stestr config, along with the Japanese readme. We moved to flit from pbr to handle packaging in 4.2.0. I'll have to lookup the options on how to include extra data file in the pyproject.toml with flit.

Yes, right. The only missing files are tox.ini, test-requirements.txt, etc. Sorry for confusion.
