• GOVULNCHECK_GO_VERSION: 1.27.0 → 1.27.1 (.github/env/00-core.env)

• Fixed variable reference in workflow status output to use $EFFECTIVE_ACTION instead of $ACTION for unknown action types

• Updated environment configuration to track latest Go patch release for vulnerability scanning

Why It Was Necessary

• Corrects workflow variable reference that was displaying incorrect action values in fallback status messages
• Maintains consistency between defined workflow variables and their usage in output messages

Testing Performed

• Environment variable changes validated through standard CI pipeline execution
• Workflow syntax verified against GitHub Actions schema requirements
• Variable substitution correctness confirmed by checking workflow execution logs for proper $EFFECTIVE_ACTION output
