What this PR does
Adds the AMANDLA modernization research package under
docs/research/amandla-modernization.Why
The research captures the strategic pivot away from small local LLMs as the product brain and toward deterministic live communication, cloud-assisted research/annotation, and an AMANDLA-owned consent-based SASL dataset plus future specialized multimodal SASL model.
