Separates candidate-secret detection from ordinary publication diagnostics. Secret scans now return only a boolean and can emit only a constant fail-closed message, eliminating any possible flow from scanned bytes to stderr. The detector's pass/fail paths, publication validation, Python compilation, and diff checks all pass locally.
