Fix toolbar and feedback/contribute container height mismatch

Summary

• Adds the same transparent 1px border as the planner toolbar buttons to the Feedback and Contribute links.
• This brings the Feedback/Contribute container from 64px to 66px tall, matching the main planner toolbar.

Testing

• Verified in browser that both toolbar containers measure 66px tall.
• Ran pnpm --filter webapp typecheck.
• Ran pnpm --filter webapp build.
