Assigns unmerged Renovate PRs to modem7 on a schedule instead of at open time, so PRs that automerge (patch/digest CI-plumbing bumps) don't generate noise, while ones that need manual review/merge still get surfaced.

Adds a scheduled job (every 6h) that assigns
modem7to any open Renovate PR with no assignee. Renovate PRs that self-merge via automerge never reach this state, so this only surfaces PRs that actually need manual review/merge — while the immediate on-open assignment still excludesrenovate[bot]so it doesn't fire before automerge has a chance to run.
