A Settings 'Developer mode' toggle reveals a read-only Logs rail panel that unifies
the observability surfaces that already exist — no new capture, no DuckDB contention.
- settings_store: developerMode + setDeveloperMode.
- harness/dashboards/views.ts: new telemetryStream view (metadata only) + registered;
dashboards.test updated to 8 views.
- tools/web/data.ts: devSnapshot() (READ_ONLY: telemetry + lineage + exports).
- dev.ts: GET /api/dev gated server-side on developerMode (null when off) returning
{enabled, snapshot, blocks: liveBlocks()}; POST flips the mode.
- bridge.ts: dev()/setDeveloperMode + DevView type.
- app.ts: 'dev' inspector tab + devHtml (telemetry stream, run lineage, gate block
audit from ADR-0019-C, export audit); a hidden 'Logs' rail button revealed by the
toggle; Settings toggle + handler; loadDev on boot.
Scoped honestly: per-turn transcripts depend on Phase B (alex's #12, unbuilt) so that
surface is omitted not faked; the audited raw-reveal is left as its own careful pass.
Verified live (off→null, toggle reveals rail + renders the 4 accordions). harness 369
pass, root+desktop tsc clean, bundle OK. ADR-0009 Phase D marked BUILT (scoped).
