Applies the safe half of the github-actions group bump: actions/checkout v4/v5 -> v7 across ci, build-desktop, claude, and codeql workflows (v7 is the latest major; no pairing constraint). Deliberately SKIPS #13's download-artifact v7 -> v8: upload-artifact has no v8 (latest is v7), so that bump would leave upload@v7 + download@v8 — a cross-major mismatch the workflow's own comment forbids ("must match upload-artifact's major"), risking the release download step. Held until upload-artifact ships a compatible major. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
