chore: standardize Data metadata and release qualification

Closes #50

Standardizes package identity, legacy import guidance, README and documentation content, agent orientation, release qualification, security handling, and the immutable ecosystem policy pin. The release workflow now qualifies one commit-bound 0.1.7 candidate and verifies the published artifacts, installed quick start, GitHub release, and deployed documentation.

Verification: 3,649 tests pass in normal and ResourceWarning lanes; release tests, Ruff, formatting, ty, actionlint, lock checks, pre-commit, strict MkDocs, package identity, dependency audit, README links, clean artifact installs, and digest checks all pass.
