Summary

Complete the existing 1.0.6 release notes for all seven merged changes:

• fix: accept repeated NetFlow v9 fields #301 accepts repeated NetFlow v9 fields.
• fix: correct NetFlow v9 Count and frame boundaries #302 corrects NetFlow v9 Count and packet framing.
• fix: enforce one NetFlow v9 template owner #303 enforces one NetFlow v9 template owner per Template ID.
• fix: enforce one IPFIX template owner #304 enforces one IPFIX template owner per Template ID.
• fix: bound cumulative decoded output per message #305 bounds cumulative decoded output per message.
• feat: report scoped source removals #306 reports scoped source removals.
• perf: allocate template caches lazily #307 allocates template caches lazily.

Cargo.toml already declares version 1.0.6 from #301, so this PR changes only RELEASES.md.

If everything looks good, could you please publish netflow_parser 1.0.6 to crates.io and create the v1.0.6 GitHub release after merging this PR?

Netdata needs the published crate to update its dependency and complete the Cisco NSEL integration.
