Kemi: product drawer shows midnight dates without the UTC zone #1460

What is wrong

The product drawer formats full ISO midnights (sales deadline, use-and-possession deadline, authorisation and deregistration dates) with the date pipe without the 'UTC' zone. West of UTC the drawer shows the day before. Kemi users are in Denmark, so it is latent, but the settings page (W5) already passes 'UTC'.

Suggested fix

Add : 'dd-MM-yyyy' : 'UTC' to those date pipes, as W5 does (chemical-settings-page.component.html:115). Add a DOM spec in a non-UTC timezone if the test setup allows it.
