Without this fix, currently one need in a Windows triplet to disable vcvars loading. |

Fixes microsoft/vcpkg#40480.
When setting VCPKG_LOAD_VCVARS_ENV=OFF in a triplet, vcpkg/CMake complains that it can't find a compiler.
