Pull request overview
Updates FinOps Toolkit documentation and reporting labels to align with the current FinOps Framework naming (for example, “Usage optimization” and “Governance, Policy & Risk”) and refreshes framework links across the toolkit’s docs, dashboards, workbooks, and Power BI report copy.

- Renames multiple capability/report labels (notably “Workload optimization” → “Usage optimization”, “Policy and governance” → “Governance, Policy & Risk”) across workbook/report assets and docs.

- Adds a new site doc page consolidating brand and naming guidance (
