Adds a new Dockerfile to produce an “Oryx Builder” filesystem-only (scratch) image intended to be volume-mounted into Kudu containers at /opt/oryx, packaging the prebuilt Oryx binaries/scripts needed at runtime.

oryxBuilder.Dockerfileto assemble a minimal/opt/oryxpayload from pipeline-produced binaries and scripts. - Writes
