The Edge Add-ons listing doesn't display the active user count,
while other extensions with a non-zero activeInstallCount display it normally.

for this extension is stuck or needs to be re-indexed/resynchronized?

The "Weekly users" number on Partner Center indicates that "approximate number of unique instances of Microsoft Edge that opened the extension in the past 7 days. This includes items that were turned on, turned off and status unknown. This data is made available every Tuesday, and it contains data for the previous week ending Sunday."
The number of Edge Addons Store site indicates how many users have the extension currently installed.
