Hi @levonmusoyan-cell could you please provide the screenshots of the error/issue and HAR file when the issue occurs to help the team investigate the issue better and help you with a resolution.
Hi
I'm not familiar with how to capture a HAR file - could you point me to simple step-by-step instructions, or would the screenshot plus the reference/transaction/correlation IDs already provided be enough for now?

Hi, thank you for looking into this. I'm attaching the screenshot of the error above.
I'm not familiar with how to capture a HAR file - could you point me to simple step-by-step instructions, or would the screenshot plus the reference/transaction/correlation IDs already provided be enough for now?
A HAR (HTTP Archive) file is a browser-generated log that records all network activity between your browser and a website. It helps engineers investigate issues such as:
- Login failures
- Submission errors
- Infinite loading screens
- Missing UI elements
- API/network request failures
Easy Steps to Capture a HAR File in Microsoft Edge
- Open Microsoft Edge.
- Navigate to the page where the issue occurs.
- Press F12 (or Ctrl + Shift + I) to open Developer Tools.
- Select the Network tab.
- Make sure the Record button is red/active.
- Click the Clear button to remove existing logs.
- Reproduce the issue from the beginning.
- Once the issue occurs, click the Download/Export HAR button (Export HAR).
- Save the .har file to your computer.
- Share the saved HAR file with the support or engineering team.
Important
Before capturing the HAR file:- Open an InPrivate window (Ctrl + Shift + N) if possible.
- Start recording before reproducing the issue.
- Do not close the browser tab until the HAR file is exported.
Hi levonmusoyan-cell in the meantime,
could you please try the below solution and let me know if it resolves the issue or not:
Please note that you cannot enroll in Edge Extension program with a commercial AAD account.
- Please Log out of all your partner center accounts
- Log back in with an MSA account (Outlook.com, Live.com, or Hotmail.com account), not an account related to Entra / AAD.
- Then you can enroll and even create a Professional account.
Hope this helps.
Refer to the below documentation for any specific details:
https://learn.microsoft.com/en-us/microsoft-edge/extensions/publish/aad-accountHi Rahul-Bauri, thank you for the suggestion - we tried it today, unfortunately enrollment is still blocked.
What we did (2026-07-17):
- Signed out of all Microsoft / Partner Center sessions and started a clean browser session.
- Signed in with our personal Microsoft account only. It is a personal MSA created with a gmail.com email address; it is not a work or school account and no Entra/AAD tenant is involved.
- Reached the Edge program registration form normally (country Spain, account type Individual), completed it and clicked "Accept and continue".
- Result: the same "Microsoft runs on trust..." block.
Fresh identifiers from this attempt:
- Error page path: .../dashboard/account/exp/enrollnow/error/msedgeaddons/SessionValidationFailed
- Reference number: 715-123225 (same as before)
- Transaction ID: fc9b30b2-96f9-4e17-b279-5a41ce85793a
- Correlation ID: df021e86-0660-469a-a3b0-487bbd8e26e2
One observation that may help your engineers: the transaction ID above is identical to the session_id of the fraud-prevention calls the page makes to vlscppe.microsoft.com, and the error slug is "SessionValidationFailed". So it looks like the device/session trust check is what fails, not the account data or the form fields (the publisher name check passes fine).
Two questions:
- Is a personal MSA registered with a gmail.com address acceptable for the Edge program, or does it have to be an Outlook.com / Live.com / Hotmail.com address?
- We can capture a HAR of the failing attempt, but a HAR contains cookies and auth headers, so we would prefer not to attach it to a public issue. Is there a private channel to submit it, or are the IDs above enough for the team to look up the block server-side?
Thank you!
Hi levonmusoyan-cell, to answer your question, the Microsoft account (MSA) used for enrollment must be an Outlook.com, Live.com, or Hotmail.com account;
Gmail.com accounts are not supported for this process.
Could you please try enrolling into the Edge program with one of the supported Microsoft account types and let us know if you continue to experience the same issue?
If you remain blocked, please capture and share a HAR file with us for further investigation. You can send it to our DL at ext_dev_support@microsoft.com
Hi Rahul-Bauri, update: we created a brand-new Microsoft account on a supported domain (corpvellum@outlook.com), signed in with it and went through the enrollment form again (Spain, Individual). The result is the same "Microsoft runs on trust..." block.
Identifiers from this attempt (2026-07-17):
- Reference number: 715-123225 (unchanged)
- Transaction ID: 7758852f-1079-4f21-ba23-b0520bf8cd39
- Correlation ID: 7cc6c467-0e40-46af-8952-c4a42e2379bb
One detail that seems important: this transaction ID is byte-for-byte identical to the transaction ID of our attempt on July 11, which was made with a DIFFERENT Microsoft account (the old gmail-based one). Two different accounts, six days apart, same transaction ID and same reference number. So the block appears to be tied to the device/browser/network rather than to the account itself (the error slug on the page is SessionValidationFailed).
Could you please ask the team to look up these IDs server-side? Between the reference number, transaction ID and correlation IDs above, the failing check should be visible on your end. If a HAR file is still required after that, let us know and we will capture and send it to ext_dev_support@microsoft.com.
We are happy to provide identity verification if needed.
Hi levonmusoyan-cell could you please try enrolling in Microsoft Edge using the following link and ensure that you are signed in with a personal Microsoft Account (MSA) in an InPrivate/Incognito window while completing the enrollment process?
https://go.microsoft.com/fwlink/?linkid=2099798&ref=pcp
Please note that Edge enrollment does not support Azure AD (AAD) tenant-based accounts.
If you continue to experience the same issue after following the above steps, please provide a HAR file along with relevant screenshots so that we can investigate further and assist with resolving the issue.
Thank you.Closing this issue since we haven't heard from you, please open a new bug if you face the issue again with the relevant details so that we can help with the resolution, thank you.
Hi Edge Extensions team,
I'm trying to enroll a Partner Center Individual developer account to publish a
free Microsoft Edge extension, signing in with a personal Microsoft account.
Every attempt is blocked by the automated "runs on trust" check:
"Microsoft runs on trust. We engage in a rigorous set of evaluation and
certification processes; as a result your request was blocked."
The block is tied to the account, not the form data — I get the same reference
number on every attempt across several days with a fully completed profile, and
I can't open a support request in Partner Center because enrollment never
completes. The same reference number (715-123225) is showing up for other
developers on Microsoft Q&A, so this looks like a systemic automated block.
Details:
Could someone please manually review and lift this block, or tell me what
identity verification you need? I'm happy to provide documents. Thank you.
