Summary

• Adds custom_components/andersen_ev/quality_scale.yaml — a living checklist of all 54 HA quality-scale rules across Bronze, Silver, Gold, and Platinum tiers.
• Every rule is either todo or exempt; nothing is marked done. This avoids hassfest "marked done but check failed" false positives and matches the roadmap intent of tracking progress incrementally.
• Two rules are marked exempt (with comments):
  • discovery — cloud-only integration; no local/network discovery
  • discovery-update-info — cloud-only integration; no local/network discovery
• All other rules remain todo and will be flipped to done as the CI/CD Platinum roadmap progresses tier by tier.

Test plan

• CI hassfest job validates the file schema (continue-on-error; watch for errors in the run)
• CI Lint and CI Success gates pass (required for merge)
• Only one file changed: custom_components/andersen_ev/quality_scale.yaml
