Fix the licence commit not being included in the tag

Fix race condition, Python no longer required

Cleaner overall, though a nice thing that way have worked for some people (tips of one own's configuration)

The behavior should be more consistent now, and i'll try to reintroduce those features (but in a better, less race-condition prone, way)
