Adds a quality_scale.yaml tracking compliance against the Home Assistant Integration Quality Scale (IQS) tiers — Bronze, Silver, Gold, Platinum. While this file has no runtime effect in a HACS custom component, it serves as a living checklist alongside the code and will be ready to move into Core when the integration is submitted upstream. Current state: Bronze 8 done / 2 exempt / 8 todo, Silver 4 done / 6 todo, Gold 6 done / 2 exempt / 13 todo, Platinum 1 done / 1 exempt / 1 todo. Relates to michaelarnauts#143
