Rather than adding a warning specifically for infinite loops, I'd prefer to add a warning for any time the inferred return type is Never and the annotation is not, and exempt common cases in which the warning would be noise:
- Placeholder-type bodies like
raise NotImplementedError - Stubs, overloads, abstract methods, overrides
- Methods annotated
-> Nonethat always raise
mypy_primer will likely turn up more cases. If the list gets too long, we can probably just exempt any body that is nothing but raise ....

Added an infinite-loop warning for non-Never functions that cannot return, exempted generators, Never/NoReturn aliases, reachable returns, and ordinary fallthrough paths.
