Adds the reviewed Phase 22A release-safety foundation: a pinned Node runtime and type-check gate, build-time release health contract, strict read-only smoke tooling, CI and post-deploy workflows, operator documentation, and regression coverage. Verification passed at f7eee91: npm run check, 485 tests, npm run build, 18 smoke probes, 18 browser checks, and 3 API contracts. No production, remote D1/R2, GitHub ruleset, or application-data state was changed by this branch. Local Turnstile errors remain an expected non-certifying limitation and require production verification.
