This captures the #15 discovery findings (CHT test patterns, the cht-specialist testing gap, tool evaluations for StrykerJS and DSPy/AX, architecture decisions, the proposed pipeline, and open questions) as a committed recommendation document alongside the other layer docs in
designs/layer_recommendations/. It is a faithful reorganization of the existing discovery content rather than new analysis. The Test Generation Layer itself is already implemented in #63/#110, so this doc preserves the rationale behind the now-built layer.Closes #15
