docs(procore): document RulePackV1.1 readiness

Summary

• refresh the Stage 3 certification plan after RulePackV1.1 merged in PR feat(procore): add RulePackV1.1 evaluation #32
• record the implemented schema, deterministic evaluation contract, pack lifecycle, compatibility behavior, and write-back gate
• keep the remaining production-pack approval and deployment work explicit

Why

The Stage 3 evidence documents predated the merged RulePackV1.1 implementation. This update aligns the certification record with current main without changing application code or claiming that a customer production rule pack has been deployed.

Impact

Documentation only. No application code, Procore endpoints, database migrations, environment configuration, or production behavior changes.
