Bump manifest to 1.1.0 and add the CHANGELOG entry. Minor bump: feat commits since 1.0.6 (catalog to 30 runbooks, in-plugin sample rules, WebhookHost UX, admin route-tester) plus the cross-team receiver-name fix (pre-adoption, not a breaking major). Cut manually via gh because release-please is failing on this repo (insufficient permissions to auto-open the release PR). Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
