A clean CI checkout previously had no working-tree diff, so it could not select committed PR changes or provide their changed-line ranges to CRAP policy. Add
check --base REFandscan --base REFto compare the unique merge base with HEAD, require a clean tracked tree, preserve unusual Git paths, and report resolved commit provenance in JSON.Centralize pinned analyzer dependencies in an explicit setup script and reusable composite action. Checks remain free of implicit installation; agents and CI can provision their own runtime with the same installer. Keep the existing working-tree and full-scan interfaces.
Validation: 40 unit/integration tests, Ruff lint and format checks, wheel/sdist build, Bash syntax, and workflow lint passed locally. The real-tool setup smoke test reproduced a surviving boundary mutant on committed changes and passed after the boundary test repair. CI now runs that smoke test using the root action on a fresh runner.
GitHub validation: CI run passed both Quality (40 tests, lint, formatting, build) and Setup and real analyzers (fresh shared action setup and the surviving-mutant/boundary-repair smoke test). The consuming factory Quality Gate run also passed using this immutable revision.
