Summary

• add reusable MmsStaticReportSessionRuntime for populated static DataSet plus RCB selection
• perform bounded read-only pre-claim contention failover before any activation
• add guarded static RCB host trial; static sessions reject DatSet rebinding
• document the mutation boundary and single-profile live evidence

Safety boundary

• prepare is read-only
• no DataSet define, delete, bind, or unbind
• no takeover of enabled or reserved RCBs
• no candidate switch after mutation begins
• stop releases only state touched by this runtime

Validation

• full Release build and CTest: 25/25 passed on current main including File Transfer
• dedicated Dynamic/Static RCB harness: 3/3 passed
• read-only BRCB-only plan correctly reported no eligible static BRCB
• read-only fallback selected a free populated static URCB after three stable probes
• guarded lifecycle received 1 report, 0 decode failures, 1 stream, and cleanup completed

Collaboration

This client-side reporting tranche is rebased onto the merged File Transfer work and does not modify the separate MMS server/BRCB implementation branches.
