Add Sampled Values codecs and stream supervision

Scope

Phase 1D adds the deterministic Sampled Values core:

Wire codec

• Sampled Values ASDU and multi-ASDU SAV PDU models.
• Application-tag-0 BER encode/decode.
• svID, optional datSet, smpCnt, confRev, optional refrTm, smpSynch, optional smpRate, raw seqOfData, and optional smpMod.
• Exact noASDU consistency validation.
• Ethernet/VLAN/process-bus frame support for EtherType 0x88BA.
• C#-derived byte-for-byte PDU and complete Ethernet-frame vectors.

Stream diagnostics

• Configurable counter wrap, gap, duplicate, out-of-order, and restart classification.
• Stream identity and configuration-revision supervision.
• IEC 61850 quality-word helper.
• Vendor-neutral seqOfData diagnostics with trailing-byte preservation.

Validation

The branch was rebuilt as one clean Phase 1D commit on top of merged main; GCC, Clang, and Windows MSVC will be validated again before merge.

Safety boundary

Encoded frame bytes only. No Npcap, raw sockets, active SV publisher thread, or network-interface access.
