Description

Update Oras, Go and Helm module scripts to be architecture-aware for standalone devices and WFM instead of hardcoding amd64.

Testing

Move CI and release workflows to ARM runners temporary for testing the 1st commit of PR

Add resolve_target_arch to lib/common.sh; replace hardcoded amd64 values in go.sh and helm.sh.

The automated workflow tests failed because Harbor 2.13.2 does not support installation on the WFM running on arm64.
The installation scripts themselves work correctly on standalone devices.

This issue is expected to be resolved in Harbor 2.16.0, which will add arm64 support:
goharbor/harbor#23558 (comment)
