Automated verification of Margo device

As a Sys Admin
Given that a margo compatible device was physically added to my infrastructure (applied power and network to device)
I want my margo onboarding infrastructure to automatically detect and verify the authenticity and authorizations of the device before enabling any services to the device.
So that i don't have any rogue or unsanctioned devices ion my infrastructure.

Based on discussion during today's PM requirements session, assigned to PR2 where we plan to address device onboarding and management.

@rchavez11b - I don't recall that we decided to address this in PR1. Can you share any further detail why the requirement was assigned to PR1?

This addresses the infra needed to handle device verfication with device fleet manager. The device requirements to be addressed via child epic under #41
