Inserts step 4 with instructions to update rev: pins in .pre-commit-config.yaml using the same WebFetch approach as the GitHub Actions step. Renumbers subsequent steps 4–11 → 5–12 and updates all internal step references accordingly. https://claude.ai/code/session_01HgjPiMhhRKWN3noEtyTvM3
