NCBI FTP server was possible to access through FTP protocol for quite some time to support older tools, but now it seems now it got deprecated and closed. HTTPS ones work (e.g., try accessing ftp://ftp.ncbi.nih.gov/pub/taxonomy/ vs https://ftp.ncbi.nih.gov/pub/taxonomy/).
