Summary

Release v0.3.0. Bumps Cargo.toml, refreshes Cargo.lock, adds the v0.3.0 changelog entry.

Headline change: local invocation telemetry (on by default, opt-out via ARKOUDA_TELEMETRY=0 or telemetry = false in .arkoudarc.toml). Full design in docs/adr/telemetry-for-agent-command-invocations.md.
