Remove the Codex marketplace catalog from shared devtools. Its source, installation instructions and validation belong to mainsequence-sdk/mainsequence-codex-plugin; the replacement is being published there first.
Remove the release check's requirement to host the catalog and add an ownership check that prevents reintroducing it. Update README, ADR 0003 and the integration roadmap to point installation and source migration at the Codex repository. No compatibility catalog remains here.
Validation: all 182 shared tests and full release/package checks passed after deletion. The Codex repository also passed its 56 tests and package checks. Shared runtime APIs, package versions, accounts, provider settings and backend code are unchanged. Merge after the Codex marketplace is publicly installable.
