this one prob doesn't hurt anyone because this is just what pycharm will try and do to the file when it starts up for the first time. next week in advance of the launch, I'm going to run a few deploys from scratch to tidy up things from the pycharm/windows perspective and if this is needed, I will poke this PR for you |

these need to be reviewed real quick, and we should fix the paths here. but should fix some issues with pycharm's new setting formats and paths and such.
