make file-size-update from main tip 317fdbc, landed alone from a fresh main per AGENTS.md's baseline-skew rule (this is the dedicated PR #3239 asked for). Eleven ceilings move down to their files' current sizes; the grandfathered set stays at 26 files, so no god-file table changes. make file-size and make god-files green on the result.

grandfathered set stays at 26 files, so the god-file tables in
AGENTS.md and the crate READMEs are unchanged. Landed alone from a
fresh main per the baseline-skew rule.
