This is similar to the rockm support we can not merge it before we get support in the upstream candle: huggingface/candle#3923
But it adds support for Intel Arc GPU, currently tested only on the meteorlake iGPU but should work out of the box even on B70 but for these higher-end Arc GPUs there is room for improvement.
Currently tested only on linux. Need to go trough testing this on windows too.
