Switch StarIntel Server to GNU AGPLv3

What changed

• replace the GPLv3 repository notice with AGPL-3.0-only
• normalize every ASDF system and CLI help declaration
• update README license output
• cover the server, UI, CLI, API client, migrations, and test systems

Why

StarIntel Server is network software. AGPLv3 requires operators of modified network-hosted versions to offer the corresponding source to remote users.

Validation

• swept the repository for stale GPL v3 declarations
• verified runtime CLI license labels now report AGPL-3.0-only
• reviewed the branch diff; no runtime behavior was intentionally changed

Relicensing note

Before merge, verify that the project has permission to relicense every non-permissively licensed third-party contribution.

Project-owner decision recorded 2026-08-23: AGPL-3.0-only relicensing direction is explicitly approved. This resolves the product/license-policy approval gate. Before merge, still verify that all non-permissively licensed third-party contributions can legally be relicensed and resolve the current mergeability state.
