HQ / location enrichment

PIIE's current first-party contact page and 2024 annual report publish 1750 Massachusetts Avenue, NW, Washington, DC 20036-1903 as the Institute address. Those first-party pages do not explicitly call it headquarters, so this PR models a typed primary_office location plus operates_primary_office_at relation rather than silently upgrading contact/address evidence to HQ.

PIIE's organization-managed LinkedIn profile separately labels Washington, DC as Headquarters and the same street address as the Primary location. That evidence is retained as a distinct reported_headquarters_at relation with lower confidence and explicit attribution. No coordinates are manufactured.

Current news

Only after the location slice was resolved, current PIIE news and staff surfaces were searched with overlap from the July 31 roster baseline through August 19, 2026. PIIE's August 3, 2026 press release announced that trade expert Inu Manak joined PIIE as a senior fellow, and her current official PIIE profile confirms she has been a senior fellow since 2026.

This PR ingests that material update as a source-bounded person record, personnel-announcement event, and senior_fellow_at relation. Other fresh results reviewed were research/commentary rather than material organizational-state changes and were not ingested as filler.

Validation before PR

Direct Git transport from the sandbox cannot resolve github.com, so the GitHub connector remained the authoritative control plane. The changed packet was reconstructed locally and passed JSONL parsing, unique-ID, v0.9.0 required-envelope, relation/target required-field, confidence-bound, canonical-dataset, relation-endpoint, no-invented-coordinate, terminating-newline, and whitespace checks.

Current starintel_doc/spec.py, repository contract, skills, PIIE manifest/org records, and the live Validate StarIntel documents workflow were re-read from current main. The PR delta is exactly two additive files. The exact-head GitHub document-validation workflow is required green before readiness or squash merge; no schema weakening, extensions abuse, corpus reduction, placeholder evidence, or CI bypass is included.
